2016 Seminar for Legal Personnel of Countries in Belt and Road Areas Successfully Held

The 2015 Seminar on Economic and Trade Cooperation between China and African Countries was successfully held in Beijing and Xi’an from October 13th to November 2nd,2016. This seminar was jointly hosted by the Academy for International Business Officials and China Legal Exchange Center. 29 legal officials from 11 countries in Belt and Road areas attended the seminar, including Albania, Belarus, Bosnia and Herzegovina, Iran, Jordan, Kenya, Moldova, Nepal, Tonga, Ukraine and Uzbekistan.
 
This seminar is highly diversified and professionalized, and was well-supported by its hosts and all the co-organizers. In Beijing and Xi’an, participants listened to 13 lectures, including General Introduction of China, Introduction of China Foreign Aid Program, Chinese Culture and Language, Socialism Legal System with Chinese Characteristics, Legal Profession and Legal Service Market Opening-Up in China, China Judiciary Reform, Disputes Resolution in Belt and Road Initiative, China International Economic and Trade Arbitration, History and Culture of Xi’an, Externally-oriented Economy of Shaanxi Province and Its Development, and Legal Challenges in Belt and Road Initiative; visited China Law Society, China Civil Engineering Construction Corporation, Xi’an Intermediate People’s Court, Xi’an Hi-Tech Industries Development Zone, Xi’an International Trade & Logistics Park, Northwest University of Political Science and Law, and Shaanxi History Museum; went to the Forbidden City, the Great Wall, the Summer Palace, the Emperor Qinshihuang's Mausoleum Site Museum, and Xi’an Ancient Wall for sightseeing. The main features of this seminar are as follows:
 
I. Focused on the Belt and Road Initiative so as to reached a consensus to jointly take part in its building.
 
At the opening ceremony of the seminar, Mr. Liu Mingzhe, Deputy Dean of Academy for International Business Officials introduced the characteristics of Belt and Road Initiative, and helped participants understand that Belt and Road Initiative is an inclusive initiative and an opportunity of development for all the countries. During classes, Mr. Liu Yajun, Dean of School of International Law of Northwest University of Political Science and Mr. Zhu Weidong, Researcher of Institute of West-Asian and African Studies of Chinese Academy of Social Sciences gave lectures on Legal Challenges in Belt and Road Initiative and Disputes Resolution in Belt and Road Initiative, and introduced the map of the Silk Road Economic Belt and the 21st Century Maritime Silk Road. At the Conference on Legal Risks and Countermeasures of International Investment and Trade hosted by China Law Society, participants discussed with over 200 Chinese and other Asian, African and European experts in legal and business circles on how to work together to build Belt and Road Initiative. Furthermore, Participants also went to the starting point of Chinese ancient Silk Road, Xi’an to have a better understanding of the history and design of Belt and Road Initiative. At the Shaanxi History Museum, participants studied the advertising video, map and cultural relics of ancient Silk Road, and realized the importance of building Belt and Road Initiative.
 
II. Discussed the legal challenges and countermeasures in Belt and Road Building.
 
At the Conference on Legal Risks and Countermeasures of International Investment and Trade, participants meet with the officials and scholars from China Supreme People’s Court, Legal Affairs Office of the State Council, Ministry of Commerce, Ministry of Industry and Information Technology, All-China Federation of Trade Union, Chinese Academy of Social Science, China Council for the Promotion of International Trade, China University of Political science and Law and University of International Business and Economics, lawyers from over 20 law firms, including King & Wood Mallesons, Zhong Lun Law Firm and All Bright Law Offices, and business representatives from over 70 international companies, including China Export & Credit Insurance Corporation, China National Complete Plant Import & Export Corporation, China National Technical IMP. & EXP. Corporation and Star Times Media Group. The topics of discussion include International Trade Intellectual Property Protection, Overseas Litigation and Arbitration Risk Control, and Prevention and Control of Overseas Investment Disputes. Ms. Ajkuna Mesiti, legal secretary of Albania Tirana Tax Bureau gave a presentation at the Conference, and introduced the foreign investment management mechanism and commercial disputes resolution mechanism of Albania, which was very helpful for the enterprises that planned to invest in Albania.
 
III. Shared China’s experience of economic development and legal construction.
 
In order to have a better knowledge of the economic development and legal construction of China, participants of the seminar heard many lectures on related topics, including Socialism Legal System with Chinese Characteristics, Legal Profession and Legal Service Market Opening-Up in China, China Judiciary Reform, and China International Economic and Trade Arbitration, given by Chinese famous scholars and senior judges like Mr. Zhu Jingwen, Professor of Law and Director of Center for Law and Globalization Studies of Renmin University of China, Mr. Ding Xiangshun, Director of the Department for Comparative Law of Law School of Renmin University of China, Mr. Zhu Weidong, Researcher of Institute of West-Asian and African Studies of Chinese Academy of Social Sciences, and Ms. Du Yusu, Deputy Dean of Xi’an Intermediate People’s Court. During the visit in China Law Society, Mr. Yin Baohu, Director-General of China Legal Exchange Centre introduced the important role of government and reform in the process of completing factor market and promoting resources integration by using the example of China rural reform and county area economic development.
 
In addition to lectures, participants also visited China Civil Engineering Construction Corporation, Xi’an Hi-Tech Industries Development Zone, and Xi’an International Trade & Logistics Park to see the achievements of the Opening-Up policy. Mr. Zhang Wenjin, Vice-President of China Civil Engineering Construction Corporation introduced their overseas engineering projects. In Xi’an Hi-Tech Industries Development Zone, participants had a meeting with officials from Xi’an Hi-Tech Industries Development Zone Management Committee, Xi’an Council for the Promotion of International Trade, Xi’an Arbitration Commission, and Xi’an Investment Promotion Bureau, and representatives from legal and business circles.
 
IV. Introduced the long history and rich culture of China and established international friendship.
 
In their free time, participants went to the Forbidden City, the Great Wall, the Summer Palace, Emperor Qinshihuang's Mausoleum Site Museum, Xi’an Ancient Wall, and Shaanxi History Museum to have a better understanding of Chinese history and culture. During the seminar, participants established profound friendship with Chinese working staff, and gave some little presents from their own country at the closing ceremony to express their thanks. All the participants and Chinese working staff kept a WhatsApp group to keep in touch after the seminar.
